I am reader in regional planning and urbanism at University of Lille, research centre TVES, since September 2013. Since September 2019 I am director of the Dutch-French academic and scientifc network. I also lecture at other universities (Albi, Lyon, La Rochelle, Rouen, Brighton…). I formerly worked at university of Toulouse Jean Jaurès, and at the French ministry of culture and some cultural institutes abroad (in Morocco and Chad).
I gained in 2010 a PhD in Political Science from Institut d’études politiques, university of Grenoble and in 2011 I was a post-doctoral fellow at the Universitat Autònoma de Barcelona. The same year I received the Mark Schuster Prize on Comparative Cultural Policy Research and a Merit Prize in the Committee of the Region's Doctoral Thesis Competition. In 2012, I was awarded "chercheur novélisé" by Toulouse City Council. In 2020 I passed the habilitation for full professorship in planning and urbanism.
My research and teaching deal with regions, regional planning and territorial cooperation on the one hand, and with cultural policies and cultural relations on the other hand. I am expert for the Compendium of Cultural Policies and Trends in Europe and member of the Institut franco-belge des frontières et discontinuités. I publish in several books and journals and contribute to several international research projects (PCRD / EU, Jean Monnet Erasmus + programme...).
