Medard focuses on State territory as an ideological and physical tool of control. In Kenya and Ouganda, many conflicts originate from the State’s specific mode of intervention and over reliance on boundaries which have entrenched local belonging and identities, exclusive indigenous claims to land and resources, echoing the State’s exclusive territorial stategies. By manipulating belonging, the State has paradoxically promoted otherness within the confines of its national territory. Broadly speaking, the creation of inequalities which, in time, contribute to the appearance of violence, points at a neopatrimonial mode of control over ressources, including institutions and land, by State actors. **- Discussing land as Heritage and wealth (Kenya, Uganda, Tanzania)** Considering at the plurality of strategies to claim and own land, at the local, national and global scales, C. Medard looks at policies regulating land and associated ressource tenure. In Kenya and Uganda, land registration started over one hundred years ago and now covers a large area. In this regard, the East African exceptionality puts reforms and current land transformations in perspective. Land subdivision, between 2010 and 2019, in the peri-urban region of Kampala was studied through a case study using archives, cartography and in-depth interviews, in collaboration with Valerie Golaz (INED/LPED). The start of the oil era in Lake Albert was also explored looking at demographic trends as well as territorial and land-ternure dynamics and their environmental impacts (<https://mpramea.wordpress.com>) in the collaborative framework of MPRAM. **- Elections** The State’s prerogatives to define and redefine access to ressources are well-established. How they contribute to the instrumentalisation of ethnicity and how they relate to territorial strategies was studied in the case of Kenya (electoral violence in the 1990s, and in 2006-2008). In Uganda, in 2011, elections were mapped out systematically using different sources (press, electoral and population data, local investigation), within the framework of a collaborative research involving Makerere University and IFRA in Nairobi, highlighting the presidentialism of a hybrid regime.

Médard considère le territoire de l’État comme un dispositif idéologique et pratique de contrôle. Au Kenya et en Ouganda, de nombreux conflits partent de ce mode d’intervention fondé sur la frontière. Il promeut l’idée d’un ancrage local, à laquelle les revendications autochtones font écho. En jouant sur les appartenances, l’État contribue de manière paradoxale à la production territoriale de l’altérité à l’intérieur même de ses frontières. Plus largement, la gestion néo-patrimoniale des ressources, y compris institutionnelles et foncières, contrôlées par l’Etat, éclaire les inégalités et les crises. \- Patrimoine foncier et richesse En examinant la pluralité des stratégies de patrimonialisation, aux échelles locales, nationales et globales, C. Médard s’intéresse à la mise en œuvre de politiques régulant l’accès et les usages de la terre et des ressources associées. Au Kenya et Ouganda, des cadastres anciens couvrent une partie importante du territoire. Cette spécificité est-africaine permet de mettre en perspective les réformes et transformations foncières actuelles. La subdivision des terres dans la région péri-urbaine de Kampala est étudiée à partir d’une étude locale associant archives, données cartographiques et enquêtes qualitatives, menées en 2010-2017, en collaboration avec Valérie Golaz (INED/LPED). Les débuts d’une exploitation pétrolière dans la région du Lac Albert sont abordés à partir de dynamiques foncières et territoriales, à la fois sous un angle démographique (mobilités), politique et environnemental (pêche, déforestation) <https://mpramea.wordpress.com> dans le cadre d’une recherche collaborative MPRAM. \- Elections Les prérogatives de l’État pour définir et redéfinir l’accès aux ressources ainsi que son instrumentalisation des revendications ethniques sont bien établies. Au Kenya, les stratégies électorales qui se fondent sur l’affirmation d’appartenances territoriales ont pris racine (violences des années 1990 et des années 2006-2008), tout en se renouvelant. En Ouganda, d’autres stratégies de contrôle électoral sont mise en œuvre par un régime hybride où se dessine un fort présidentialisme. Les élections de 2011 sont analysées en utilisant la cartographie, à partir du croisement de différentes sources (presse, données électorales et de population, enquêtes locales).
